The apparent idea behind this disbanding was that it allowed for a full break with Saddam Hussein’s regime and showed the Iraqi people that a main tool of their oppression was now gone. It was also believed that because the Iraqi armed forces had basically ceased to exist during the invasion there wasn’t much to disband anyway.

There was always a replacement army planned but at the time of the disbanding it was not clear how or when this new army would be formed.

Order 2 went against the pre-invasion plans and the reality on the ground according to the assessment of top military and intelligence officials and it is unclear who in the Bush Administration or Pentagon pushed for it.
