Top Fighter 2000 MK VIII is a bootleg production from the Taiwanese company Unite Lucky, typically credited as X Boy. It was (presumably) released in 2000 in Taiwan, and in 2002 it appeared in Russia under the name Mortal Kombat 8.
Much like the SNES bootleg X-Men vs. Street Fighter (https://youtu.be/yfE69Lu8sp4), the game was built almost entirely out of assets pulled from other games.
The roster features the likes of Michael Jordan, Muhammed Ali, Goku, Ryu, Cyclops, Kyo, Ryo, and Howard Geese, and they each have a couple of command moves (done with quarter and half-circles) as well as a super move at their disposal.
Though it's inconsistent, the game looks pretty decent for having been Frankensteined together from bits and pieces of so many games. The character sprites are fairly large and colorful, some of the backgrounds sport nice bits of animation, and the game moves at a good pace.
The sound is also unexpectedly good for a production like this - it's using the FM driver created by Hitoshi Sakamoto that was used in several of Data East's games, and while the music isn't great, the synth quality is excellent. There are a lot of decent quality voice samples, too.
The gameplay could use some major help, though. The controls are stiff and often unresponsive, and there's a major glitch that prevents you from attacking if you're pushing forward on the d-pad when you hit punch or kick. Unfortunately, this tends to make the game unnecessarily difficult to play. It does result in your being able to do special moves the way you would in Primal Rage, though (by holding the attack button, doing the d-pad motion, and then letting go of the attack button), which is more useful than you might expect.
Top Fighter 2000 MK VIII is a hot mess with a title that is even more excessive than Super Street Fighter II Turbo's, but still, I had fun with it. If you can coax a friend into going a few rounds, you just might get a kick out it as well. Just don't expect anything on par with the games that the assets were ripped from.
