Tough is a simple feat that adds +2 HP per level of the character. It is a great way to help survivability, and for classes with a normally low amount of HP, such as wizards (and sorcerers!), this can be a great boon.

However getting a +2 into Constitution might be a better choice since that also gives a bonus to saving throws against spells and for maintaining concentration. Also you need to consider whether you really need those extra HP, because a dead enemy can cause no harm!

You might consider this on any character who you want to take more hits, since more HP = harder to kill! But be aware that enemies in the game to tend to target characters with a lower AC though.
