I've got several assets I haven't gotten to explore yet, so I'm brushing on terrain level editing while trying different assets out.

Medieval World Creation Kit asset has some decent collection of assets and of quite good quality.

Liquidium is a joy to play with. Lots of flexibility and options to change from. The direction, rain color, clouds, strength, and a lot more. Highly recommend it if you need rain effect in a 3D environment.
