This is my newest witch farm design. Ignoring the collection system, it's both faster, and cheaper than Xisumavoids design.

Some useful numbers:
drop rate: 3320 items compared to 1920 of Xisumavoids

Required resources:
Redstone dust: 116
Redstone repeater: 28
Redstone comparator: 3
Redstone blocks: 4
Sticky piston: 3
Piston: 90
Fence Gate: 180
hopper: 2 (+63 for collection)
total redstone dust (before crafting): 338 (= 5 stacks +18)
