Well, wow.
I spent the day learning about camera, view ports, and basic hierarchy in Unreal Engine 4. After spending time exploring 2 game modes (3rd person, and Top-down) I settled on 3rd person. I can modify the Camera to suit my needs with less problems. Except.. How the smeg do you get the Mouse cursor to show up in 3rd person... and when you do, how do you stop it hitting the edge of the screen when you are moving the camera?.. Well.. heres the answer!.
