(A:) yes you can use that also on other things like a blue-ray player or PS3
(Q:) Could I set it up while playing on a PC screen??
(A:) The live preview on the computer will lag 3sec behind its ok for video but not game play watching
(Q:) Does it record Xbox live chat??
(A:) It will record others voices on the xbox but not yours
(Q:) Does it record the volume if I have my headset on??
(A:) If you can hear the voice come through your speakers it will record it.
