To fix the User Profile Service Failed The Logon - User Profile Cannot Be Loaded error which affects all versions of windows you need to perform two steps.

Step 1 : log on as a user which is not having an issue and browse to C:\Users then rename the folder of the user having the issue.

Step 2 : Open regedit and browse to the following location

Local Machine\software\microsoft\windows nt\current version\profile list\ then search each folder for the user name which is having the issue and delete the folder.
