01.If you have Mage characters with Dragon Isles Cooking and Engineering (50)

Keep 1 Light Parchment and 1 Engineer's Ink in your bags.
These are sold by engineer vendors in most capital cities.

Also, you need to have the Chef's Splendid Rolling Pin equipped
(which must have a tooltip stating that it can conjure desserts).

Next, buy or cook and eat any random dessert to get the well-fed buff.
Hopefully, you will get the Schematic.

dessert recipe example : Tasty Hatchling's Treat, it can be looted
from a barrel in Valdrakken, located behind the Whelp Daycare.

02.For other classes with Dragon Isles Engineering (50),
simply keep 1 Light Parchment and 1 Engineer's Ink in your bags.

If you have a friend or if you are in LFR or LFG and you see a mage,
ask if they have the Chef's Splendid Rolling Pin and Hopefully, you will get the Schematic.

03.Another trick is if your alternate mage character has
the Chef's Splendid Rolling Pin equipped (with the tooltip)

Log into your engineer and start your own group to avoid sharding,
then press ALT+F4 (this will close the game right away).

Log into your mage as soon as possible and start eating,
for example, a Fated Fortune Cookie.

Target your disconnected alternate character to see if they
have obtained the Schematic for the Portable Party Platter.

04.To make the toy, it requires 5 non-soulbound items that can be bought off the auction house:
10 Celebratory Cakes, 5 Reinforced Machine Chassis, 60 Handfuls of Serevite Bolts,
12 Greased-Up Gears, 6 Arclight Capacitors, and 5 Reinforced Machine Chassis.

It also requires 5 soulbound Frosty Souls.

To get the Frosty Soul, you need the following items:
1 Zapthrottle Soul Inhaler (created by Engineering and can be bought off the auction house)
and 5 Empty Soul Cages (created by Jewelcrafting and can be bought off the auction house).

Find some water elite mobs in The Azure Span @ 58.2, 66.6.

Stun them first to prevent any abilities that may interrupt the Zapthrottle Soul Inhaler cast.

Once you receive the soul, do not open the item

Wait until the 'Encaged Frosty Soul' transforms into 'Frosty Soul'. This process takes about 15 minutes.

(Tip) Do not send a work order if you are not a mage and hoping
to proc the Chef's Splendid Rolling Pin with a tooltip stating that it can conjure desserts.

I tried, wasting 50K gold on mats and you should thank me for this ;)
