This isn't live in the store or the Alpha. There hasn't been a tested release since November, but soon.
Finally running through the disassembly of ICR2 exposed where the VRAM limit is in the Rendition BIOS. ICR2 doesn't see any improvement, not even in its ability to load custom tracks/carsets) but it does report this:

Texture heap size : 6928 K
Texture cache size: 14390 K
It used to report this:

Texture heap size : 6928 K
Texture cache size: 2166 K
So the texture cache size has increased without an increase in heap size. So that's the next step.
vQuake doesn't show much of an improvement in the vid, at least until you skip to 03:55, where d_mipscale 0 (using full detail textures at all distances) works fabulously well.
