Yes, yes he is!
The added shields and armor plus suposed increased sprint speed make him much better and if you play in the void alot then prime frames restore power so much easier so ash is great for farming for new prime stuff.
Yes, i built him last, carrier prime was the thing from the new primes i wanted more so mentioning this is kinda useless but the prime power ability from the spheres is still a good point for these primed frames.
