This is a slightly more complex level than average. You first have to defeat the officers in the south garrison, then defeat Diamondhead at the nearby shoreline to end the level.

You can get into the south garrison from either south-west or south-east, but so far it seems that south-east is slightly faster.

There are other teams that would be viable too. For instance, you might be able to replace Pang Tong with Wang Yi and do a zip to save infinite jump time instead. Should give that a try at some point.
