Now we're able to talk to the refugee leader, it's time to head to him and see what he has to say. While doing that I also visit the shipwreck to unlock a mission there, while scouting the rest of the map to get information about two of the tavern missions we got to finish at some point.
What we discover is that we don't have enough torches for the tomb, nor do we have removed enough bandit reinforcements to deal with the two camp missions.
Fortunately the mission of the refugees is easier to deal with, although the aftermath of all five missions will lead us to our last decission. But that only happens after talking to the Lord Mayoress.
