Turns out Cheebus is really easy to get to but you do need a little bit of luck or grinding to achieve this since the patch reducing Barter's potential. With these tips it will be easy for you to find Cheebus, it took me about 90 minutes to try to find him again but I'm afraid that maybe after buying all of his gear he might not spawn again or maybe there's a long timer before he comes back.

Getting the Jackhammer is very game-breaking, do this only if you are done enjoying the game lol.
