So KH3 is a bit different, it is capped to one level up per party member. So the most level ups that can be displayed are in the Toybox and Monstropolis since you get 5 party members including sora there, so you can have 5 pop ups. I tested a solo sora level up and low and behold, the rule holds true. Even though the game can display as many as 5 level ups at once, it shows sora's levels one at a time. So it is one per party member in this game.

To recall the findings of this series the most levels you can see on screen at once in each game are:

KH1: Theoretically 16. Two columns that can fit 8 level ups each, however any level up where you learn an ability and a stat increases at the same level up will make a bigger pop up that takes up more space, so in practice you typically can only see 15 at once, but the UI should be able to hold 16 assuming no abilities are learn on levels that also grant stat increases. So the limit is based on space left in the UI rather than the actual number of level ups gotten.

KH2: 4 levels up at once, regardless of who they are from. Just a universal cap of 4. It could be one level up from everybody or 4 level ups from Sora.

KHBBS: One level up for the main character at a time and three command level ups at a time for a total of four pop ups. No more than a single character level up can show up at once, the other three slots are reserved for command level ups.

KH3D: One level up per party member, for a total of four. The main character and each dream eater can only have one level up displayed at a time.

KH3: One level up per party member can be displayed at a time for a potential total of 5.

The only particularly interesting one is KH1 where is gets glitchy and funny looking as all hell and you'd never see it playing normally, the rest are pretty mundane and nothing that different from what you see in normal gameplay.
