I took a short little break from Super Mario Galaxy to give Luigi the treatment of no falling speed. Instead of making his jumps very low in velocity, I made it so every aerial attack he does cancels the velocity, so Luigi won't fly away every time he jumps. I also boosted his speed in the air to absurd levels, as a bonus.
