Changes in this version:

World:
- Numerous worldgen performance improvements
- Fixed world generation logging warnings: "Empty or none existent pool : minecraft:empty"
- Fixed strongholds not generating properly
- Reduced the cluster size of Pillager spawning so Outposts aren't flooded by Pillagers
- Fixed blocks appearing elsewhere in the world when they update

Gameplay:
- Adjusted mob spawning behavior to be closer to that of 1.13.2
- Fixed pistons no longer being (redstone) transparent
- Fixed being unable to place rails, redstone, and other blocks that need a solid block below on soulsand
