Why Did The NOAA Cut The Space X LaunchCast?

I'm on vacation in Hawaii, but, this question has been filling my inbox. Yesterday's SpaceX launch video feed was cut short by NOAA rules, this left a lot of people wondering what rules and why. The NOAA is the organization tasked with licensing of commercial space imaging operations and the agency decided that the cameras qualified as space imaging hardware and should thus be controlled under this law.
