Pichu was created in Melee to be a joke character. While Pichu might have a couple promising moves, he has a lot of contrasting factors that stop Pichu from being a competitively viable character. In Super Smash Bros Ultimate (Because Pichu isn't in Project M) Pichu had the exact opposite experience, being a quickly developed character in the meta. Pichu was a top tier character in Smash Ultimate. However after several nerfs, Pichu was still a viable character in the meta, but was no longer a top tier character in the meta.
