Well, there has been an update to Windows 10 Mobile and it now allows you to create folders and subfolders to manage your email.

Of course, this only applies to IMAP accounts, not POP3 accounts. As a matter of fact, you can't even do this on the desktop version of Outlook just yet. You can only create folders on the Outlook Mail web site.

But that should change soon. I believe these are Windows Universal Apps, meaning they are coded to run on all versions of Windows, desktop, tablet or Phone.
