Well, we got a mission with an objective that pretty much said "go over to this town and just go nuts, wrecking stuff." That's how you know you're getting close to the end of the tutorial-ish sequences, in a Just Cause game. And obviously, putting a dangerous wire/grappler weapon in Corwin's hands is only a good idea if your plan was to just get any and all of your random citizens stapled to buildings and...ummm...dead.
