Rtx is very demanding technology you can check top left corner of screen where u see that my gpu is mostly idle, this is caused by tensor cores which are running at 100% its something like third HW component. If tensor cores arent powerful enough to handle raytracing, your cuda cores cant render it faster because it wait for result from tensor cores, it something very similar like cpu vs gpu bottleneck
