A brief look at how de-equipping one piece of gear adjusts the health and difficulty scaling of World Quest enemies with Patch 7.2. I go from ~902 IL to ~844 and there's a huge drop.

I don't mind the sense of scaling, Blizzard. But you DID NOT state anything in the patch notes, and even regressed against it "not being right for the game" when Legion first launched.
