The enigmatic UN Spokesman who is the closest XCOM political ally you can
imagine. Despite him acting menacing, he is certainly more of the better characters in this story. Compared to governments that can turn their coat on XCOM at any time if they don't like something, the Spokesman doesn't diss the organisation if it happens to encounter lots of difficulties.
Nobody really knows his history. What is known about his own persona, however, is that he somehow got appointed to act as a spokesman by UN. His shadowy figure also appeared in the old Kiruy-Kai records - but then even the shadows couldn't hide that he had a flattop hair a long time before.
Only the Spokesman knows about his likes and dislikes. What he definitely seems to oppose is that of Avatar Project in XCOM 2.
