And now the news! Kiryu learns about two men vying for control of the area. The Defense Minister, Taimya, wants to build a missile defense system on Okinawa, while the Minister of Land, Suzuki, wants to build a resort. While the public's opinion is mixed, Kiryu is having none of that in general. He has more immediate concerns.

It seems Shiro's having a bad day. Head down to the beach to find Mitsuo and Taichi engaged in a kumite (look it up). They'll mention he might be in his room. Head back inside the orphanage to find him. He's in the main play room on the left. Speak to him and exhaust all options, then head out and speak to Taichi and Mitsuo again. Head back to Shiro. Now, return to Taichi, who has moved to near the seesaw in the yard. Go back to Shiro one more time. You'll move forward to the next day. Head out to the street and your neighbor, Miyara, will speak to you. He'll suggest speaking to the local city councilman on the golf course.

Head to the end of the road and go downtown. You'll be informed that you can now travel to the Golf Course by using the monorail. Also, you can now explore Downtown Ryukyu and take in any sights you like. Minigames that are available include Karaoke, Shogi, Mahjong, and there's a gambling hall in the south section that has Koi-koi, Oicho-kabu, and Cee-lo. Note that there are a few question marks on the map. These are Substories and you can complete You can complete seven "normal" Substories right now, three more tied to local Hostesses, and you can also begin the Hostess Maker substory. Sure, you can finish it all now, but that's all dependent on how much you want to derail the story.

To continue the story, from the Monorail Station, select "Golf Course Station" and approach the desk. While you technically need a guest pass to play, who should show up but the very councilman you've been looking for. The two of you will shoot three holes together. Don't worry too much about the Golf minigame. You don't have to win, nor do you have to worry about retrying shots, which the game will totally allow you to do. Once you finish up, you'll have a new friend. Head back to Morning Glory to tell Shiro how good your golf game is... I mean tell him that his bullying troubles are over.
