Rikiya is safe and Lau is dead. A result of the man in the sketch. He addresses Kiryu in English, and mentions his "brother". Big "nani" from Kiryu. Back at Purgatory, the gang is trying to make sense of the goings on when Mine shows up, carrying a big case. The case contains the head of Kanda. Mine has taken it upon himself to clean up the problems in the Tojo Clan. Kanda's dead and Hamazaki, having failed the Snake Flower Triad by allowing its Japanese leader to be killed, is likely being kidnapped to the mainland, no longer a threat. It seems that the Tojo Clan's immediate problems are addressed, but Kiryu is taken aback by Mine's brutal methods. The two trade jabs at each others' motives before Mine departs.

There's still the issue of the man who looks like Kazama, though. First, Kiryu figures he should see Rikiya to a taxi so he can head home to Okinawa. Talk to Rikiya and walk with him to the front of the construction site. Note the dude near the exit. He has a TON of materials if you're getting involved with modding.

Anyway, go to the nearest taxi and show Rikiya off. After this, you'll get a call. It's Defense Minister Tamiya! Amazing how the government can find you when it really wants to. Tamiya says, in essence, that if Kiryu wants to keep the orphanage, they'll need each other's help, and they'll have to meet up in the Diet Building (imagine if the Secretary of Defense just called you to the Capitol). There's a third party involved in all this. Kiryu calls Date to let him know, and Date insists on tagging along. Your destination at this point is Serena to pick Date up.
