* DESCRIPTION*
In 2001, Masumi Arakawa persuades Ichiban Kasuga to take the blame for a murder his captain, Jo Sawashiro, supposedly committed, to protect the captain's reputation. 18 years later, Kasuga is released from jail and learns that Arakawa betrayed the Tojo Clan to join the Omi Alliance, leading to the downfall of the Tojo Clan and a takeover of Kamurocho by the Omi. Arakawa's son, Masato, has also died. Kasuga, along with police officer Koichi Adachi, tries to expose the truth but is shot by Arakawa at an Omi Alliance meeting.

Kasuga is healed by a homeless man named Yu Nanba and, together with Adachi, they work for a soapland owner to make money. They uncover a conspiracy involving money counterfeiting, a politician's bribery scheme, and a collaboration between the Liumang mafia, Geomijul, and Seiryu Clan. They are caught by the Liumang, but Joon-gi Han from the Geomijul saves them.

The group heads to the Geomijul HQ to find evidence of the conspiracy. Seonhee, the leader of Geomijul, reveals that Nanba pretended to be homeless to investigate his brother's disappearance. They discover that Tokyo's governor Ryo Aoki is actually Masato and used Bleach Japan to control Kamurocho, with the Omi's help. Aoki aims to undermine the Yokohama underworld by provoking a civil war.

The Omi Alliance invades the Geomijul HQ but is defeated. They burn evidence of the counterfeiting scheme to protect a politician's reputation during an election. The Geomijul warms up to Kasuga's group, and they join forces.

Aoki's right-hand man runs for candidacy, and Kasuga runs as an independent candidate to stop Aoki's plans. Kasuga learns the truth about Arakawa and confronts him in Osaka. Both the Tojo Clan and Omi Alliance disband to thwart Aoki's plans. Kasuga reconciles with Arakawa, who is then assassinated on Aoki's orders. Kasuga also learns that he is Arakawa's legitimate son. Aoki dispatches assassins, but Kasuga's party stops them.

In the end, Aoki is exposed, defeated, and fatally stabbed by Kume. Kasuga remains in Ijincho and attends the funerals of Arakawa and Aoki, declining a job offer from Daigo.
