1) Hit the sign with a horizontal swing so that the upper half falls down far and/or deep. This works best on Hylia's Lake next to the laboratory.
2) Use a spin attack to break down the lower half of the sign so it lands closer to the sign's remains.
3) Play Zelda's Lullaby to repair the sign.
4) When the lower half of the sign is back at its usual place, knock it down with a spin attack.
5) The upper half should fly into its usual place and is now hovering in the air because you knocked down the lower half already.
