Couple things to do here. First you'll need the safe key,found in one of the houses in the area. To access said house though,you have to unlock it with another key,that a guard has in another house. You start with a Sniper Rifle,use it to take out enemies from afar. Be aware there are a few carrying snipers of their own too though. The safe is located in one of the buildings surrounded by a fence. Next you have to head into the huge satellite dish building and power down communications. That part is easy. Finally,head to the ventilation shaft and open a path inside. It's Klobbering time.
