Update: the two webcams being active at the same time does affect their speed for some reason, even though one is on USB 3.0 and the other on 2.0 (both in the back of the computer, mainboard ports). HOWEVER my initial assesment was correct. This webcam is shit in 720p and 1080p resolution. Slightly better at lower resolutions.
The more expensive iNext webcam maintains ~30FPS at all spported resolutions.
