This video has a better description of how the Vex omni wheel modification works. It shows all the parts and how they go together.

I was able to adjust the omni wheels to spin more freely. I ended up reprinting the washers at 5mm Z height instead of the 5.51 height of the stock file. This allows the wheel to spin better without making the assembly loose from side to side.
