In the older version of the game you could use espionage as an exploit to gain cash, you could fill a village up with spies and tax them endlessly, in this newer version you can still fill the village with spies but when loyalty reaches 0 you cant tax anymore until loyalty goes up to at least 1... I used to play the older version years ago and came across the exploit myself, its not as effective here but it does help a bit, the advantage of turning everyone into spies is that they wont betray you...in the older version you could build a vast army because taxing was unlimited...it was basically unlimited funds if you had a village full of loyal spies, I used to vault the difficulty up to 148 on the old version by starting off with very little money and making the Cpu aggressive....My custom difficulty here was 116 because the exploit does not work like it used to.
when I used to play it on my custom 148 difficulty settings the only way to survive was to find an island build a strong army and go back to your old territory that way, it actually makes more sense the old way, even with 0 loyalty you should be able to tax them...they will rebel or betray you because they have no loyalty towards you, making them spies means that you are paying them as well as taking it....it was a good exploit that you could use to build a huge army....Cannon 353 ect :) ...and in most cases you did actually need the vast army because the other kingdoms had merged together into one.

Anyway after the King of Kingdom has been decided you have got a Sim City game on your hands, you can decide to carry on and build the population...it really becomes more about mining and distributing the materials to the people by then but I think its a nice touch...everyone living in peace after all that jostling.
