Sami's alright in this game, unlike the other two, where she's overpowered. I personally prefer Drake in Advance Wars 1.

Sami: +20% Offense and +10% Defense for Foot Units, +50% Capture rate, -10% Offense for Direct Units

Sturm: -20% Offense and +20 Defense for all units, Free movement through terrain.

Max: +50% Offense for direct non-foot units, -10% Offense for Indirect Units, -1 Range for Indirect Units.
