so turns out it was serval issues. one, my server does not allow you to use non-enterprise GPU's... two, all the GPU's i tested cant physicly adress 1tb or more of system ram so the drivers break.... the Linux version of the driver caps how much ram the GPU can see so thats why it worked in linux... i don't know how linux made an unsupported GPU run. i could find no fix to this problem on windows other than reducing the amount of ram in my system.

again this is on a HP ProLiant DL580 G8 with 1tb of ram and 4x Xeon E7-4890v2 cpu's and now a Quadro M6000 GPU
