The city of Windhelm is a direct contrast to Solitude. It is the ancient capital of the Nords from before the Empire existed, and the cyclopean stonework suggests a glorious history. But Windhelm as we see it today is decaying and poorly maintained, its people trying to hold on to past glories while they struggle to adapt to the present, with half the city shaped by racism and discrimination.
