In this video, we see a compromise between the quality of the architectural design and the amount of time it takes to make it. Where the previous five cities had distinct and unique architecture reflecting each city's culture and history, these four cities are essentially copy-and-paste. It's not that Bethesda don't know how to design better architecture, but the reality of video game development is that there is a budget and a deadline, and there's only so much work you can do. At least the College of Winterhold is unique.
