If you kill any harlequins by mistake, they *should* respawn after a fast travel. However, some times they still aren't there, so here's a workaround for that. "Read more" for details.

What you do is get notoriety by doing fights near where they should be, but pan the camera away from where they are, so they can respawn once they "detect" you. See the 00:44 mark.This way they, for some magical reason re-appear, allowing you to take them down. Harlequins need to be beaten by hand to hand combat for the Clowning Around Achievement.
