Weldar the welding touch can be found deep in the Repair Depot of Grunty Industries, once Mumbo uses EMP on the electromagnet so Banjo can press the switch in front of it as the washing machine.

The fight with him follows a distinct pattern. First, he will shoot fireballs at you, then attempt to suck you in. You must shoot a Fire Egg or Grenade Egg into his mouth during his suction attack to hurt him. He will then spit out a few nuts and bolts for you to defeat, after which you can damage him again. Finally, he will leap into the air and then chase you, forcing you to run away until he returns to the center of the room.

After damaging him three times, he activates an electrical current that runs between the squares on the floor and repeats the cycle. Three more hits will defeat him.
