After Booker gets bushwhacked by Elizabeth, Daisy Fitzroy will toss his ass out like unwanted garbage. Fight through Finkton Docks and locate Elizabeth. It may or may not make sense in the terms of the story, but you'll need her to open some locked doors and safes in the area, plus there's still that small matter of your debt.

At the end of the pier section, there is an office labeled "Employees Only" to Booker's right (as he is facing in the direction of the objective arrow). Head into this office for the piece of gear and some silver coins. Make sure to be prepared for an ambush from police and machines alike though. It is best to use possession on the mosquitos flying overhead.

Pursue Elizabeth past the harmless tears. She'll get captured, and you'll need to find a way to rescue her.
