In order to get Rise to join your crew, you must have made it to Pyramid Island. once at the Island, keep playing and doing the story missions until you are able to get to the rails above the second level. Using the green robot warp point from the bottom floor (by where the gate was that you needed to open), you will be taken to where the rails are.
Once at the rails, take the rail on the right. Grind it until you see an orange rail below you. Jump off the green rail onto this one, and use it until you can jump off onto the building where a person with a yellow jacket can be sitting. This is Rise!
Talk to her, and she will ask you to take some photos. Walk over to the stack of cans and interact with them to start taking photos of Rise. You need to take three photos, and when you do, Rise will give ask you if you are up for a challenge.
Saying yes to her challenge will start the second and last thing you need to do to unlock her. She will ask you to put down some graffiti on a nearby tag spot. Jump onto the orange rail near her, and then jump left to the green grind rail that goes upward in a spiral. Grind to the top of the spiral, and then jump/dash jump to the tag spot. Hit the wall with some graffiti, and Rise will talk to you again, letting you know that she will join your crew!
