Click on the Box underneath the neon sign and then click on the Girder going across the mall above George. Shimmy over to the left and click on the Electrical box.



Click the power button on the power box to turn off the fan. Open the inventory and use the Nail Clippers to cut the wire going from the fan to the power box and the wire between the two shutter boxes. Open the inventory and use the Wire on the broken blue wire connected to the Secushutters box to connect it to the power box and click on the power button to open the shutters. This will also unlocks the achievement "Roll 'em Up".
