Tony is one of the many unlockable characters. You unlock him by completing story mode with Jo or Highwayman if you keep him alive. He's a weird character alright. He's also one of the fastest in the roster. He handles shorter weapons the best. He can also sheath with the katana as well.

You'd think the Shainto would bring out a deadly assassin but here comes Tony. He may not look like one but his fighting skills are just as good as his dancing.
