Caesar II was modeled after Simcity which was a very popular and successful city simulator which came 6 years earlier. It did have extra features which Simcity did not have, like having control outside of the city, controlling armies, and real time battles. Those features made it stand out from Simcity, and it laid the foundation for the future of strategy games. You had to be strategic, and you had to be tactical. In other words, you had to be good at micro management when it came to managing the city, and you had to be good at macro management when it came out managing strategic resources outside of the city.

In order to win this game, you have to know how to grow your city, and that takes a balance of funneling the resources to your city. The first thing you have to do is by building the infrastructure in the province, like building mines, quarries, farms, ports, trading posts, work camps, roads, and ports. You cannot build all of these things at once, because you will not have the resources to do so at first. The first step you have to take is by developing a provincial resource, building a industry with in the city, and building markets to funnel those resources to your city. This is the first step to making your city profitable, and by building businesses is the first thing you should be focused on. Having this business infrastructure brings employment to your populace. Don't expand too quickly, or you will get yourself into a debt hole. Just take it slow and steady, and build up your infrastructure slowly. Your city will become more and more profitable, and you will have access to more and more money. You use the profits to develop more provincial resources, and you also need to build forts to garrison an army.

Armies are needed to protect your province from barbarians, bandits, pirates, and raiders. You need to build a good system or roads for security and trade. Having a good system of roads enables you to move your armies across your province to where they are need. It also helps you connect all your resources to your city, and it connects to trade links, like ports and trade centers near border towns. Having trade centers and ports enables you to export your surplus resources to get other resources.

The next you need to focus on is growing the population, and this will generate tax revenue from the population. In order to make money, you need to spend money. In order to grow the population, the people will need things, like baths, hospitals, schools, entertainment centers, aqueducts, markets, temples, forums, security, etc. You need to provide all these vital services, but you need to make a profit at the same time. Everyone has a different way to approach these problems, but the way I structure housing is grouping them in a rectangular shapes. Then, I put a fountain in the middle of it, because water is essential to growing a settlement. I put everything around this rectangular settlement, like baths, prefectures, entertainment structures, schools, etc. If you want to build a high end housing, you need to provide a lot of perks. The more perks you provide, the higher the land value will become, and the more you will collect in revenue in taxes.

Games like these were fun in that, it isn't really like a game, I would say it is more like a toy. You can have a lot of freedom to do what you want, and you have to figure out a lot of stuff to make it work. There is no one way of doing it, success all depends on how you approach the problem. If you have ever done business, it is very much like this. When you first start a business, you have no plan on how you will make it work. With trial and error, you find out what works, and what does not. You develop what works, and expand upon it.

Caesar II lead to games, like Age of Empires, Rise of Nations, and the Rome Total War series. Caesar II had all the elements of these future games years before games like this even were released. All those other games were developed and produced by other companies, but they all had the same ideas.
