This video shows how to get the fuse in solo zombies (Probably Co-Op too).

1. Turn the power on.
2. Go to the room under the PHD Flopper Perk Machine.
3. stand next to the Vault door and listen to the Conversation until your character says a line that relates to saving the guys in the vault.
4. Go upstairs and look for the fuse in the room with the Flopper perk.
5 hold the reload button while it is under your crosshair then bring it to the vault.
6. Use the reload button to place it in the slot next to the vault.
