This video shows Chase H.Q. in MAME emulator. Chase H.Q. is a game and designed by Taito.

In this video, I will normally play Chase H.Q., but not Mario Party game because I put something on my YT thumbnail, even I played this game on PC. The DIP SW is not default settings because I needed to practice using DIP SW default settings for 1CC (Time set; 60, Turbo stocked; 3 & medium difficulty), but I use the non-default settings for Chase H.Q. to set the time limit to 70, number of nitros is 5, clear damage on continue is set to off & continues are disabled.

About passed cars:
Keep pressing the gas (or accelerator) pedal to increase score. If passed each rival car: (1; will be 200, 2; 400, 3; 600, 4; 800, 5; 1,000, etc.) for every stages. If player keeps passing cars too much, the maximum amount of score for passed cars is 8,000 and it's capped any further. If the player hits the rival car, it will lose combo and restart at 200. The secret by ending the stage is to use turbo(s) to boost to 400km/h (248 mph) and hit any cars (such as criminal car or rival car) to increase to 2.9M to 4M+ for every stages (except stage 4, which you couldn't use twin galaxies to finish this stage, because you need to hit until it is weakened). The result if the player couldn't hit the criminal until it is weakened for every stages, result for stage 1 is 100,000, stage 2 is 120,000, and so on.

However, cheats aren't used for this video, but my personal best score is 14,925,070 points, which I am surprised that I almost reached 15M for Chase H.Q. score attack. And it's impossible to score 20M, even 18M WR score is the limit.
