Inspector Gadget: Gadget's Crazy Maze was released in 2001 for the PS1, developed by Lighty & Shadow Production (Kill.Switch for PS2, and a bunch of junk), and published by Ubisoft.

Why does this game even exist? It is the perfect example of a budget title, late in a system's life. Its too unbalanced, too bland, and too boring. I simply could not imagine playing this the whole way through, although I am not a fan of puzzle games, so who knows. This is about as bare-bones and bottom-of-the-barrel as it gets, but hey, it beats BUILDING BROWN BRICKS IN MINECRAP
