Civilization 7, love it or hate it, changed the formula. Following the design philosophy of thirds - one third the same, one third refined, and one third new. We've talked about the problems people face in Civ 7 before - from a lackluster AI through to missing maps, but today we're talking about the one big problem that seems to divide the civ community. I argue it's a legacy problem. At a simple level, it's the problem of non civ and leader pairs and the aged legacy system they're built around. On a wider level, Civilization 7 is fighting against it's own successful legacy in Civ 5 and Civ 6.
