Not hard in the slightest, keeping the Scientist alive might be if you don't get him to follow Volkov.
Who is like his previous couple of incarnations. Weak(ish).

With your Subs scout out the NW and take out the two Power Plants.
Volkov and the scientist will arrive.
Take out two more Power Plants for safety and then sweep around into the inside. If you see any Shock Troopers fleeing their post, wait for them and then attack.
After the final Allies level in vanilla Red Alert, this shouldn't be a problem. Take out the SAMs, send the Scientist in and win.
