Played both levels on Hard last night, so I thought I would try the second level on Easy for balance. It doesn't change the scripts, although it may add a time delay on certain events, and it will make defending/attacking easier. So it's interesting to see the difference.
I haven't played Easy in C&C since RA3 on console where I played every difficulty - I was playing older titles on Hard all the time by that point.
