1. Repeating Command Block:
/tag @e[type=fishing_bobber,nbt={OnGround:1b}] add BobberInGround

2. Chain Command Block #1:
/execute at @e[tag=BobberInGround] run tp @p ~ ~ ~ ~ ~

3. Chain Command Block #2:
/execute at @e[tag=BobberInGround] run playsound minecraft:entity.blaze.hurt master @a[distance=..25]

4. Chain Command Block #3:
/kill @e[tag=BobberInGround]

5. Pulse Command Block #5 (the command block with a repeater off to the side):
